Turning 65 without a full work record? You may still be entitled to a pension
The non-contributory pension offers a guaranteed income and free healthcare to those who never built up enough Social Security contributions
Not everyone reaches retirement age in Spain with the fifteen years of contributions the general Social Security system normally requires. For older residents with patchy work histories, informal jobs, or years spent as homemakers, that's simply reality, and it's precisely this group the non-contributory retirement pension was designed to protect.This sits alongside a broader shift in how Spain treats retirement more generally. The average effective retirement age has now crept up to 65.5, the highest it's ever been, as more people choose to work longer before drawing their pension.

Managed jointly by IMSERSO and the Autonomous Communities, the non-contributory pension guarantees a monthly income and free medical and pharmaceutical care, and crucially, you don't need to have worked a single day to qualify. What you do need is to meet three conditions. First, age: you must be 65 or over when you apply. Second, residency: you need to have lived in Spain for at least ten years between turning 16 and the date the pension kicks in, with at least two of those years being immediately before your application. Third, and perhaps most importantly, your household must lack sufficient income.
That income test looks at everyone living under the same roof, not just the applicant. If you live with a spouse or a second degree relative, for example, the combined household income cannot exceed €12,300 a year for two people. Living with children or parents raises that threshold to €30,700.
As for what you'd actually receive, the pension is paid in fourteen instalments each year, twelve regular monthly payments plus two extra ones in June and November, adding up to around €7,250 annually, or roughly €518 a month. Where there's more than one beneficiary in a household, or other partial income involved, nobody's individual payment can drop below 25% of the total, about €130 a month. Renters who don't own their home can also apply for a one-off annual top-up of €525 to help with housing costs.
For British expats weighing up how their finances fit together across two countries, this comes at a time when Spanish pensions have generally been closing the gap with average salaries, and when the UK state pension remains claimable from anywhere in the EU.
Applying starts with gathering the right paperwork, a certificate showing who lives in the property, plus income documentation for everyone in the household. From there, applications go to your local town hall's social services department, an IMSERSO office, or your region's online portal. Once approved, pensioners must submit a sworn declaration of household income every year before March 31 to keep receiving the benefit.
