Spain is failing its own recycling laws and the figures make uncomfortable reading
Only four regions are meeting legal targets, Murcia is near the bottom of the table, and a bottle deposit scheme is now being forced into law
Every year, Spain generates more than 20 million tonnes of rubbish. More than half of it ends up in landfill or incinerated. Only around 40% is recycled in any meaningful way, and that's a problem, because Spanish law has required a 50% recycling rate since 2020. The country has never hit that target.The most recent official figures, covering 2023, put Spain's municipal recycling rate at 43%. The legal minimum is 50%. Since 2025 it should be 55%. A coalition of 26 environmental organisations filed a complaint against Spain with the European Commission back in 2023 over the breach, and the situation hasn't improved since.
Julio Barea, Greenpeace's waste management expert, is blunt about why. "We're failing to comply with regulations because there's a structural problem," he says. "On one hand there's the issue of organic waste, which is very cheap to dump in landfill, and on the other, the failure of the yellow bin for packaging, which hasn't worked."
The yellow bin is a central part of the problem. The system, managed by the body Ecoembes, was supposed to recover 70% of plastic bottles put on the market. In 2023 it reached just 40%. That shortfall is now triggering a legal consequence: a bottle deposit return scheme, known as SDDR, must be operational by November 2026 under waste legislation that stipulated if the 70% target wasn't met within two years, a deposit system would be mandatory.
This comes alongside new packaging regulations that came into force in August, progressively phasing out single-use items including mini shampoos, sauce sachets and similar packaging.
The regional breakdown for 2023 makes sobering reading. Only Catalonia, the Valencian Community, Extremadura and Navarra hit the 50% target. Murcia recorded just 30%, placing it among the worst performers alongside the Canary Islands at the same level, and Galicia and Asturias at 24%.
The picture is likely to get worse before it gets better. From 2027, compost produced from general mixed waste, currently counted towards recycling figures, will no longer qualify. Barea warns this will expose how much of Spain's apparent recycling progress has been statistical rather than real. Currently, three quarters of all waste generated in Spain is collected mixed, rather than separated at source.
Oliver Franklin Wallis, a journalist who spent years researching global waste management, identifies a core psychological barrier. People have become comfortable with the idea, he says, that "you throw things in the bin and they disappear forever." They don't.
